As per the Kerala Shop Act, the maximum hours of work per week shall not exceed 48hrs, and the types & numbers of leave eligible p.a. is worked out on the basis of the same. So shall the management bring down the number of leaves if the weekly working hours are reduced to 40hrs, and the employees are provide with two weekly offs ?

I do not think so. A shops Act normally permits a deviation from the statutory provision if the deviation offers better terms of service condition than the Act. Further the leave provisions in the Act are independent of statutory working hours.
