Policy formulation is the onus of higher management for the simple reason that they are the decision-makers, and policies are nothing but a compilation of standing decisions or the basis for making decisions. Therefore, I suggest you find out the mindset of your decision-makers on various subjects, for example, recruitment, PMS, etc.
Once you have completed the first and foremost step, you will need templates or drafts, which you can find on this site with loads of options. Nevertheless, I am attaching a few for your ready reference.
