Dear NK,
For statutory compliance for your Gurgaon( Haryana) factory you can adhere to the grant, accumulation & encashment of of earned leaves in accordance with chapter VIII on annual leave with wages as provided in Factories Act, 1948. For grant of CL & SL and N & F holidays you are to follow PIE (National & Festival Holidays and Casual & Sick Leaves) Act, 1965 as applicable to state of Haryana. For grant of maternity Benefit ( leaves) you should go through the Maternity Benefit Act, 1961 & the Rules made there under.
For your Delhi Corporate Office grant leaves as per Delhi Shops & Establishment Act, 1954.In my opinion Leave policy is required to be framed when we are to allow some better facility as compared to applicable enactments.Now if we want to frame a uniform leave policy for your both the places i.e. factory & office then go through applicable enactments for both the places & adopt leaves which are on higher side to avoid non compliance for any of the places.
