I am looking for a Performance Appraisal for the assessment of the HR Manager. What are the parameters against which we can measure the performance of the HR Manager? I am supposed to design an appraisal format for the HR function itself, so I need inputs from you. Management is especially focusing on measurable performance. Apart from Recruitment & operational activity, what are the KRAs which are measurable?

You need to establish a comprehensive Performance Management System (PMS) in your company. You cannot have Key Performance Indicators (KPIs) or Key Result Areas (KRAs) for HR in isolation. Each Head of Department (HOD) needs to have a scorecard. Secondly, monthly measurement may be too early. It would be more effective to measure performance quarterly.
Designing KPIs and KRAs is not child's play. It must be done under the guidance of an expert; otherwise, it may do more harm than good.
