Dear All,
In our organization , my newly joined boss want to do work load analysis ,
he asked me to take meeting with department head and asked all HODs to submit hourly work report in next week.
All other HODs are very much senoir by experience & age. Myself really not liked this type of approach , but I couldn't refuse my boss .
my question is that : is it really helpful to org.?
How one can approach such senior person for report of hourly work?
How to refuse in polite words for submitting this type of report ( As no one like to give report in hourly basis ) ?

Work load analysis is important to understand the present work load and plan for future keeping the next plans in mind.
WIth out scientifically, and logically analyzing many areas such as man power, cost, resource planning will be difficult. Today, if you can't tell How each individual is loaded, when work projects increase the same people will complain about how they are over burdened and productivity will get affected. So it is reasonable for your new boss to grasp these issues.
So what your boss means by hourly work report probably is : ( what are the daily "must do jobs"- routine jjobs, must attend weekly reviews/ conferences for stock taking etc) so firstly list down after discussion with each team manager the list of their daily chores(jobs) - general and then specific to each team. You will see for yourself that there are many things that are repeated, resulting in loss of time for the organization.
Ex: TL makes report/ Asst manager / manager makes the same report. so you can clarify the role and resp-- so that only 1 person can make the report-- other lok at it and approve it...
Pl note that the HR team in the organization is pivotal and as an HR rep you should look at the overall org benifits and perspectives and not be afraid to approach HOD of other depts considering their seniority. if you are logical and have done your home work and can justify to them the over all picture of the benifits- you will surely get their valuable inputs and also STRONG support.
From you post, it looks like you yourself dont like the concept- it is normal- any employee dosent want to let the management know "what free time he has!"
You have to lead by example, being in HR. Be open to ideas that lead to self and org development.. only then will you be above the rest of the "also ran's..."

You have to convince yourself first before you are able to convince your HODs.
Two things you need to do - firstly, clarify with your new boss the key objectives and his expectations of this initiative, so that you can effectively planned for it; secondly. work your rounds with different HODs to get their inputs / advice on how to successfully carry out this assignment. Getting inputs from HODs and seniors prior to any program implementation is not only a sign of respect but also part of a communication strategy to pre-empt affected stakeholders - so that they are not taken by surprise. Whether the inputs are incorporated into your implementation strategy is not cruical but importantly, it improved buy-in because HODs are consulted.

I am pleased for you. Long ago a friend of mine had attended Time Management Course, where he had to keep an hourly record for a week. (see http://www.emagister.co.uk/time_mana...6.htm#programa) At the end of the week he was ashamed to keep the diary for longer, as he found that he did not have much useful work, as he had delegated most of the routine work to subordinates, and he was spending a lot of time on trivia just to pose that he was busy.
