As per section 3(2) of the Industrial Employment(Standing Orders)Act,1946,draft Standing orders for an establishment shall in conformity with the Model Standing Orders. Accordingly, to my knowledge, the adoptation of Model Standing Orders by any establishment,where there is no specific or own standing Orders availble - is suggested.
By practice, many establishment either factory or shop are adopting model standing orders only.

Though the Industrial Employment (Standing Orders) Act, 1946 is meant for industrial undertaking, it can be adopted by other establishments also. However, it is mandatory for those who employ 100 or more employees.
Model Standing Orders given in the Act is only a model. Those who do not draft separate standing orders are not suppose to follow it on a permanent basis but once the Act becomes applicable to an establishment, the model standing orders can be made applicable for the time being and till a formal standing orders is drafted and certified as permitted by section 12 A of the IESO Act. This does not mean that model standing orders will be presumed to be the standing orders of those units which have not gone for standing orders of their own.
