Follow simple approach. there is no rules of this game it depends on your owners perception. Owners may find his secretary more valuable to him, if she is secretary of his choice and Project Manager worthless if owner dislike his face or physical appearance.
Seriously, you follow the hierarchy by listing all the jobs in your organization from the most important jobs to least important jobs.
Then, place them according to their reporting srtucture and verticles in departments heads with subordinates positioning them as per salary and pay levels.
