Mere having a plan of performance appraisal is not sufficient. You need to train your managers on how to conduct performance appraisal. Secondly, you need to train your subordinates on how to take feedback. Sans these two a plan, howsoever sound may it be, may go for haywire.

I still remember When fitst time performance appraisal system was introduced in our comnpany we had a clear cut appraisal manual was written by hr professionals and ecternal help was taken by consultant.After that every was was given class room training of what is performance appraisal and how it should conducted.
so in your case get a drafted performance management policy and arrange a day or two day's workshop on performance mgt to creatae awareness and get people familiar with performance mgt tools.Unless and untill peole are not trained when adopting new policy there will be strong resistance in majority.

Mere having performance appraisal plan is not sufficient. First you need to have entire Performance Management System (PMS) well in place. Performance Appraisal (PA) is part of PMS. If you do PA only, it will not succeed in the long run.
If you wish I will do the following for you:
a) Setting up of entire PMS model for the entire company
b) Identifying requisite KPIs and KRAs for your industry/company
For this you need to arrange my training programme for your managers. As a part of the training, I will give you draft policy on PMS.
You may talk to your management and obtain necessary approval. Thereafter, we will start discussing how to do about the whole thing.
