Dear Friends, Department of Labour, Central, Government of India, has released draft rules 2020, notification, for OSH working conditions, inviting suggestions, objections from employers, trade unions, industries associations, etc. I am herewith enclosing a draft notification for your information.

Ministry of Labour Department, Central, have to frame Draft for Code on Wages, OSH & Working Conditions and Code on Social Security, the same have to be published for the public, for inviting suggestions and objections. So far Industrial relations code, Social Security, OSH Code, finalized draft rules, 2020, have been notified to the public, for their suggestions & objections.

My request to all member of this group is, all HR’s, please raise your suggestion regarding grant of license certificate /renewal/amendment under any Act, this process should be auto-generated by the computer upon furnishing required information, this process should not be under the control of any authority, this services should be accessible to employers 24/7. The existing system in few States are, for getting license certificate/renewal/amendment, HR submits an application to concerned authority online/offline, HR has to pamper formalities to authority or monetary/non-monetary expectations to be fulfilled then only we get licenses certificate/renewal/amendment.

To run organizations, all employers have to obtain necessary license/renewal certificates, therefore this is a common suggestion, that all HR’s should stand solidarity, to put forward, to the Ministry of Labour, for consideration.

In this digital generation, we HR’s should echo our voice to the Government towards “No Human intervention” in granting License certificate/Renewals/Amendments, it should be computer auto-generation certificates. The Government has to eliminate visiting Government offices for the purpose of any kind of License certificate/ renewals/amendments. This would increase confidence, trust in entrepreneurs, to come forward for investments, ease of doing business in India.
