Dear Sir/ Mam,
I am working in a healthcare sector looking after the training and development of the employees. Since healthcare sector runs 365 days round the clock, no Head of the dept has enough time to fill up the training need analysis form of their employees.
I request you all professionals to suggest me a way wherein I could get to know the behavioral training needs of the employees.

in this case you can include behavioral training in your appraisal system (or performance review system M,Q,HY,Y) , and make this mandatory to fill all the details and get singed of HODs on it.Review all appraisal form . you can pick training needs from there also.

Thanks for the response. Before posting this query, I have already gone through your previous posts, but to be very frank they were of no use to my situation. I have already mentioned that no HOD has enough time to fill such forms. What could be the other way to get TNA done for about 1500 employees without causing any ripple in the organization working.

I disagree with your statement "Since healthcare sector runs 365 days round the clock, no Head of the dept has enough time to fill up the training need analysis form of their employees". Since i had managed COMPLETE HOSPITAL OPERATIONS, I am well versed with HOSPITAL STAFF including DOCTOR'S PSYCHOLOGY. HOD's and other STAFF has got sufficient time to CHAT about UNNECESSARY TOPICS, to avail TEA BREAKS etc. HOSPITAL STAFF are expert to giving irrelevant excuses.
Spend sometime with your HOD to find out HOW MUCH FREE TIME he has. You can also appoint someone and you both can support/help to get relevant details filled through TNA.
In short and sweet, HOSPITAL STAFF hates to undergo TRAINING. This is what my experience says. The only way to control and manage HOSPITAL STAFF is circulate the CIRCULAR through the MANAGEMENT and DEAN. Kindly call for meeting in GROUPS and brief them. Ensure that, MESSAGES reaches every employee. Also you can collect FEEDBACK by designing your own QUESTIONNAIRE. Only then, situation will be under control as i was the MANAGEMENT GUY and i have succeeded in making them to understand my MODUS OPERANDI which was in favour of the HOSPITAL & STAFF.
If you wish, kindly do apply the similar strategy and you must highlight their WEAKNESS and LOSS(it can be anything) incurred by the MANAGEMENT for not undergoing relevant training or accommodating necessary/desired changes in par with TIME & MARKET REQUIREMENTS.
