Hi,
As per my knowledge Relieving letter will be given to the employee by the HR Dept who is resigning from the present organisation mentioning that the period of the employee is worked with the organisation, and the date and time of relieving will be mentioned on the certificate.
Where as NOC is a clearance given by the concern Dept head or branch head to the HR dept saying that the employees does not possess any assets or any official documents of the organisation , charge is handovered to the head so there is no objection from the head to clear the employee settlements from the organisation.
I think U can understand what i am trying to explain the differance.

Relieving letter - Employer should give relieving letter and experience certificate to the employees, who were resigned their job by giving proper notice period.
No Objection Certificate, HR should get it from other internal departments regarding an employee who has resigned the job from the organization.
i.e., From Finance - Regarding any salary advance or loan amount etc.
From Marketing / Sales - Particulars regarding the current clients and amount to be collected etc.
From Production / Maintenance - Any tools taken from production / Maintenance etc.,
It will vary according to the departments were an employee served.

Releving letter it is confined to "employer issuing to the"whomsoever concerned" he is no more on the company rolls and would be stating about the date of leaving the company. in furhterance of which note given by the employer stating that it has severed the relationship with the Employee. It is external document issued for the purpose of the employee.
NOC: it is an internal document sought by the employer and which signifies that he is not having any dues with the concerned departments like finance, accounts, HR etc.
Hoping that u could find interesting to make note of it.

Further to above, what I know, the NOC could be used by an employee for other purposes too like Applying for Passport [Govt & Defence Services], applying for job change and attending interview with other company etc. etc.

Relieving Order - The phrase itself clearly indicates relieving from the assignment either permanently or temporarily. Normally will be given at the time of resigning, undergoing training, deputation. I.e the incumbent is freed from the clutches of the organization.
NOC- No Objection Certificate is issued from the authority concerned to the official for further action on the matter. NOC implies that the authorities concerned have no objection to act on the request placed by the official.
