Govt of India does forward calculation, starting from Basic. The pay scales are fixed and Basic salary starts from that basic only. Other allowances/components of salary follows. Govt. of India does not negotiate salary.
I Private organisations, they do backward calculation from ctc as they appont based on salary negotiation. hence both can not be compared.

Employees Contribution for ESIC (1.75% of Gross)
Gross Salary = (A) + (B)
CTC = (A) + (B) + (C)
Net in Hand = (A) + (B) - (D) ...
Salary break up as:
Basic-30%

Conveyances- 25%
Medical- 10%
Other- 5%....

It is desirable to ensure that the basic pay plus DA is not lower than the minimum wages prescribed by the State Government. The mandatory contribution is based on the basic pay and plus DA. In other words, the basic pay should be (basic pay+DA)-DA (as prescribed by the State Government for that year).

I am working in a leading automobile company in japan .But i am planning to relocate to india.My future company wants my salary break up .But i dont know about indian salary sytem.Would you like to help me in this context .Moreover I dont want to reveal my salary to my future company .
My gross income
Basic - 150900 + 80,000 Yen
Overtime - 1.40 x per normal hour (per month i am earning 80K to 90 K )
Holiday working allowance -if i work per day 13,000 yen (approx)
Commuter allowance - as I need (train from home to company)
Dependant allowance- I am single,but if i get married,i will get ,now 0 yen
Deduction.
Income tax 4,740 Yen
Resident tax - 7800 Yen
Health Insurance- 10,080 yen
Pension -20,544 yen
Em.insurance- 1,213 yen
property tax - 2,050 yen
Asset building saving- 1,000 yen
Lunch cost- 8,000yen
Union pay- 1,468 yen
Dormitory -9,148 yen
