Put up a draft. What ever you know,put up. Logically think and write. Dont expect forum members to draft mails for you.

I second suggestion by Mr Nathrao to write on your own and get the draft corrected. To prepare the draft use the following guidelines:
a) Give heading to your letter as "Job Fair by ________ (name of your company)"
b) In the opening paragraph, give information about your company, since when it is operational and how many recruitment has it done since it's inception
c) In the second paragraph, write about job fair. It is aimed at what type of students, what will be the duration, when it will be conducted, what fees you will charge, what type of companies are expected to visit the fair
d) In the third paragraph, write what facilities college is expected to provide, how to avoid disruption of their regular classes etc
e) In the closing paragraph, write that how the college will benefit by your ability to bring the companies to their doorstep
