I think Telephonic Interview as first round of inteview is very much important. Its better to speak and check out first how is the candidate rather than troubling him and asking him to come down for the interview. If after tele-Interview candidate is good we can ask him to come and meet us personally other wise it will be wastage of time for him as well as company people also.

Telephonic Interviews are good to judge the communication skills of the person also to judge his presence of mind ,and in case of technical rounds it's all the more useful when some technical questions are to be asked

I don't think so that it will give room for cheating.
Whenever you are taking interview on phone you should ask him to take him through his resume this way you can check whether he is same person or not and little go in details.

first i want to say to your quick response.
actually what happend is in our organization to some person they already completed the personal interview. and shortlisted him for second interview. now that person is working in mumbai and our organization is placed in hyd. so we want to take second interview with him but he said he cannot able to attend the interview till this last month. so our requirement is urgent. that's why we want to take the telephonic interview and select him.
so how it will be.

No sensible candidate would take that risk of impersonating an interview call. Still, to avoid that possibility, you can have certain background check based on the resume, from the candidate himself.

Ask him as many questions you want, technical as well as HR.
Once you are satisfied with his/her technical and HR skills you are free to pursue something more innovative like thwe one mentioned below.
If you are concerned about the presentability/body language/demeanour of the person one can arrange for Net telephony, You can view the person on the web camera.

But if you are selecting the candidate though tele Interview please take proper detailed interview. Check all other things also. How much capable he is whether he'l fit the bill properly or not.
