Well the swipe card is used with a machine to mark attendance and as per the company policy of leave and attendance the salary is paid.

There r no definite rulings or Law ( By the Govt.)for not wearing the indentity cards,however if u want to make certain rules for it,take approval from the management.Go ahead with defyning the rules,its apllicability (For regular and Contract employees)and decide the level of disciplinary action to be taken in case of any violation of the service rules pertaining to non wearing of I-Cards.

The I D card is used in our organisation for time punching , computer access, availing medical benefits availing loans from other institutions . u have to asess the needs of using an ID card before designing it . you can customize it with various agencies and yhen have a trial. after solving all problems then go ahead.

There us rule or laws farmed by the Govt regards ID card. It is question of HR Policy, Hence you can frame your own rules as policy matter, get approval from the management and implement the same. The usage of ID card and other rule can be printed on the back side of the card for ready information.
