Yes, based on the state enactment as applicable you have to declare such number of national and festival holidays. Please refer your state's Industrial Establishments National and Festival Holidays Act for details.

Among National Holidays the following days are compulsory
Republic Day, January 26;
Independence Day, August 15; and.
Gandhi Jayanti, October 2.
