The work awarded to a contractor vide a Work Order is a valid documents. The agreement signed on stamp paper also valid provided the wordings and text shoud remain same or otherwise would creat problem in future.
Further, the document under which license issued or obtained by the contractor shall be treated prime.

In case of unstamped agreements, it is alleged by the workers that the agreement never existed and was created just to present to the court after the complaint.
The other problem is that courts will refuse to enforce an unstamped agreement and it will be invalid to produce as evidence. The new Supreme Court judgement on refusal to enforce arbitration order on an unstampef agreement reinforces the rule.
