Practically, based on my experience, I suggest that you need to apply afresh for a new license when dealing with an expired license. You may reclaim the deposit by submitting a due application and then proceed to apply for a new license. This is the recommended course of action.

The contractor license is issued by the authority through Form V, issued by the principal employer for the engagement of workmen under a contractor in their premises, under the provisions of the Contract Labour (R&A) Act 1970.
Furthermore, a license issued for one establishment cannot be used by the contractor for other establishments.
