Dear Team, Need to make a "No Mobile Usage policy" for the shop floor employees in our company. Kindly let me know if there are any guidelines in making the same.

You may put up a general notice at the Factory notice board that no employee working at the Shop floor should use mobile phone during working hours, except during Lunch time.

But can you make it implemented? How will you contact/communicate Emergency services like Mechanical maintenance, Electrical maintenance/First-aid & Fire-fighting personnel, during working hours without a mobile phone, in case of any emergency?

While prohibiting usage of mobile phones at Shop floor, you can exempt managers. But for emergency services, supervisor/foreman are to be contacted. How will you do it, if you prevent them from using mobile phones?

So you can introduce some communication gadgets, before stopping mobile phone usage.

Introduce Walkie- Talkie, to the key personnel working in Shop floor, then you can ask them to stop using mobile phones at Shop floor, as people tend to play with mobile phones and shall become completely ignorant about what is happening in Shop floor.

Dear Colleague,

As you may be aware that The Madras High Court recently said that the government servants should not be allowed to use mobile phones for personal use during office hours. Madras HC Justice SM Subramaniam has directed the Tamil Nadu Government to frame regulations in this regard and take action against those who do not follow the rules. "If at all any emergency call is to be attended, proper permission must be obtained from superiors to go out from the office and use mobile phones. In all circumstances, the mobile phones must be either switched off or kept in side. This is a land mark development in the long debate on use of mobile phones. In case of manufacturing Industries even though there no authentic data on Use of mobile at work place and the number of accidents yet but definitely it distracts employees in shop floor and that lead to many accidents. Hence this is a welcome move.

While making policy kindly keep the below inputs in mind:

1. Mention Why the Policy with clear objectives
2. Involve a Cross Functional Team to make the draft Policy
3. Provide data if any in your company that may be related to accidents or near miss that happened due to the hindrance of mobile usage at work place.
4, You may align the stake holders like Trade Union if any in your organization well in advance
5. Amend the Standing Order by inserting a clause to the effect that No Mobile inside Factory or Office as the case may be
6. Take views all across and include in the policy
7. Explain clearly the the reason behind such policy and show the intent that it is to protect the safety of employees
8. Mention who are all exempted from this policy and why
9. Bring and invest in alternate communication mode for all needs like Public Addressing system, Walkie Talkies, intercom and on.
10. Mention clearly that if someone brings mobile it has to be deposited for safe custody at gate and then get it back while going out of factory etc
11. Display in Notice Boards the purpose and object of this policy
12. Do it as a Change Management Process and then have a clear
- Draft Policy
- Clear Documentation
- Clear Communication Plans
- Involvement of all Stake Holders
- Involvement of all Top Management and all HODs
- Involvement of Trade Unions if any and also if needed Heads of Safety of Government Wing

13. No partiality and everyone from top to bottom has to follow the policy when inside the factory premises
14. Put the Policy on Probation for 3 months and then fine-tune and implement

These are few inputs which may be of use.
