1. You have not indicated whether the "ship repair" is being done at the "major port" as declared by the Govt. of India. By virtue of provisions contained under section 2(a)(i) of Industrial Disputes Act, 1947, Central Govt. is the "appropriate government" in respect of all major ports. If such factory is located in major port, in my opinion Regional Central Labour Commissioner will be having jurisdiction.
2. Otherwise, in all other cases, State Labour Commissioner will be having jurisdiction. Please see the definition of "appropriate government" as laid down in above Act.
