Whom do we educate ?
It is read and understood many a times that an HR Department (Function) plays a critical role in achievement of the organisational objectives.
Important strategies are laid down conering the manpower planning and employee welfare. Two main tasks which involves direct communication with the Promoters/Owners/Top Management etc. Hence in the organisational structure, mostly seen HR Dept is not integrated stands isolated attached / connected next to the MD/Chairman/President etc. If this function is so important then why do we see most of HR departments (Functions) in pathetic conditions ?
1. Most of the companies will have only a coordinator position with a one (wo)man show.
2. Many are of belief that HR means filing records of employees and managing their interviews and air tickets
3. If some company has a HR Manager then he is handling role of administrator and a PRO as well.
A question often comes to mind, to whom actually do we need to educate on HRM & HRD ??

Eh ? 26 visits/ views no response. It seems HR Pros are more interested in NEWS / JOB VACANCIES rather than addressing real HR issues !!! Amazing !

1. i agree with you fist point some company HRs only for coordinator, basically HR Coordinator designation Responbiltes to assist the HR Manager for their day to day activities .like Man power planning includes Recruitment and Selections, Induction, etc.
2. Maintain the employee's files or records also HR Dept Responbiltes, due to lot of confidentially agreement like salary and Incentives or Annual benefits B/w employee and employer should be taken care by HR.
3. Just remove that word of Administration, take PRO Responbiltes under the HR Team. Basically HR should know all the public relation duty.
4. HR Guys should educate more. Then only we can convince our company/ employer.
Recruit right person in the right job, automatically function will take places.
Guys if im wrong just correct me.

I agree with the views that most of the companies treat the HR professional in the organization to be mere file keepers, interview schedulers and travel arrangers.
The challenge remains is to how and whom to educate on HRM and HRD! Obviously the answer for me would be 'top management'/owner/decision maker since it is thier decision which has a say on what would be the role of HR in the organization.
In my view the follow would need to be in place in any organization which would eventually result in educating the top management / decision makers on the actual role of HRM in any organization:
I feel this would be the best tool to educate/influence the decision makers and would also help to integrate the HR functions with all the departments in the organization.

In my view the follow would need to be in place in any organization which would eventually result in educating the top management / decision makers on the actual role of HRM in any organization:
- The need to have a proper Performance Managmement System (PMS) in place.
- KRAs/KPIs to properly defined for department/individuals.
- Goal setting on PMS results
I feel this would be the best tool to educate/influence the decision makers and would also help to integrate the HR functions with all the departments in the organization.

Thanks for your inputs. I agree your comments are very relevant, at the end of the day its the owners who are responsible to provide responsibility and authority and unless they see practical changes in performance they would always consider and confuse between HRM/HRD and Personnel Management.

I see where you are coming from when you posted the thread. I agree with you on the points that you have made that HR in the middle east is not well established. Having said that I would like to point here that this is the case with most of the traditional locally owned companies.Most of the MNCs here do have a well established HR function.
If we look at the evolution of HR as a function, we will see that the world did not value the HR function as much as it does now. We have read about the era of industrial relations, personnel relations, and finally now - Human Capital Management. Much of this also owing to the industial revolution & the emergence of knowledge based industries like the IT, services sector.
Now, coming to the primary nature of business here which is primarily traditional - oil & gas, construction etc where HR has not been seen as an important function. This is probably the same way that HR evolved in other parts of the world & this part is seeing the same changes as other parts saw some decades ago.
If we look closely, you will find that HR has not gained its due respect in countries where family run businesses are dominant. Also, considering the fact that trade unions are not legal in this country, the importance of HR will not come acroos as too promising.
But, with the opening up of the economy & emerging of free zones, the outlook of businesses towars HR has been changing.

Thanks for your comments. Very justified explanation. But still one area is left unanwered. Agreed HR Function is in a growing stage in this part of the world. But honestly speaking you can see so much of development in the Govt sector in terms of Human Capital Management. The arabic version of Human Resources - "Mawarid al Bashariya" is seeing progress in Leaps and bounds. Though we may not be directly related or involved but semi govt and govt entities are developing in HRM & HRD very fast as compared to the Private sector. Inspite of presence of the so called "mnceeees", private sector is much much behind in equipping the HR personnel with proper responsibilities and authority. At this juncture I would reinstate my statement 'To whom to educate.....
