Recently i have joined an organisation which is into providing training to BE passed students on Automation. There is no HR policy or any other kind of Organisational structure/culture. I am the only HR person and i have to build all HR manual/ procedure. please guide the basic HR manual required in training institute.

first of all develop the vision, mission, objectives and goal statement for imparting training. within the organisation. It gives you blue print about your futube course of action.
Find out in which area people need training and develop curriculum policy and guideline for the training program and develop content documents.
Also develop guidelines for the trainer requirements if fell needed
