i am working as business development manager in a company. now employer says to look after as HR Manager. I do not have any experience of hr , can i hold a post of hr manager without any hr degree as per labour law? please advice.

Certainly you can hold a position in HR atleast in private industry .... important question is r u wish to change your line as already you have specialized in some specific field.

Dear ..., The qualification for HR personnel serving as Welfare Officer in factories is laid down in Factories Act 1948 and its Rules. You are obviously not meeting the requirement.That apart, there is no other legal shortcoming on your part. The management, probably looking at your 'people skills' has thought of giving you additional responsibility of HR function.
