Dear Dilip,
Thanks for sharing the incident study. But after analyze the incident the welder was not taken proper safety precaution for welding work. Like ELCB/ RCCB / proper hand gloves/safety shoes etc.
ELCB/ RCCB is playing main role for controlling the electric shock incidents to welders/ others.

this type incident control by using work permit system, work permit ensure that contractor should used ELCB (30 MA Capacity) , using proper and adequate personal protective equipment,LOTO etc.
