I'm selected in TCS & I submitted my all document to the HR dept. after submission the background checking agency came to verify my address. But still i did not get offer letter, 20 days pass for thi8s how much time they take for given offer latter

I got an email from TCS HR asking for uploading the documents and current organizations pay slips. But we haven't discussed the expected CTC or any final package that will be decided if i join the organization. Is it normal or am i being misleaded ?
