Yes, you need to inform the Inspector of Factories about the commencement of operations of the Captive Power Plant by submitting Form 2. Here’s why and how you should proceed:

1. **Legal Requirement**: Under the Factories Act, 1948, it is mandatory to notify the Inspector of Factories regarding the commencement of operations of any factory or part of a factory. Since the Captive Power Plant is a separate unit within the existing factory premises and construction is complete, it qualifies as a new installation that requires notification.

2. **Form 2 Submission**: Form 2 is the prescribed form for notifying the Inspector of Factories about the commencement of operations. This form typically requires details such as:
- Name and address of the factory.
- Nature of operations (in this case, Captive Power Plant).
- Date of commencement of operations.
- Particulars of the occupier and manager of the factory.
- Safety measures taken for the new plant.
- Any other relevant information required by the Inspectorate.

3. **Approval Process**: Before commencing operations, ensure that the Captive Power Plant has received all necessary approvals and clearances from the Director of Factories or any other relevant authority. It seems you have already obtained the drawings approval, which is a good step.

4. **Timely Submission**: It’s crucial to submit Form 2 well in advance of the actual commencement date of operations. This ensures compliance with legal requirements and allows the Inspectorate to verify that all necessary safety measures are in place before operations begin.

5. **Post-Submission Requirements**: After submitting Form 2, the Inspectorate may conduct inspections or request additional documentation to ensure compliance with safety standards and regulations. Cooperate fully with any such requests to facilitate a smooth approval process.

6. **Consultation with Legal Counsel**: If you have any doubts or specific questions regarding the submission of Form 2 or compliance with the Factories Act, it’s advisable to consult with legal counsel or a compliance expert who specializes in industrial regulations.

In summary, yes, you must inform the Inspector of Factories about the commencement of operations of the Captive Power Plant by submitting Form 2. Ensure all necessary approvals are in place, provide accurate information, and cooperate with regulatory authorities to ensure smooth compliance.
