few steps on what you could do to develop a welfare program.
1 review welfare practices of other organizations which could be easily introduced to the concerned organization
2 identify new welfare activites and programs that you think is necessary in an organization
3 identify employee welfare needs among the employees of the concerned organizations throughan interview or a questionnaire
4 you can also identify the perception and reaction of organizational members on welfare programs that you are going to introduce
5 after completing the above analysis you should be able to useful welfare programs as identified by empoyees for the organization
6 develop an action plan to execute them including the budget
7 convince the management of its importence and how will it affect employee morale and performace

You can find some common welfare activities which is practiced across all industry, but my suggestion is develop your own welfare activities, for that i will give tips:
* Welfare activities is nothis but motivating employees.so
* Do employee survey first with some questionare
* define problems from your employee survey
* convert problems in to welfare activities.
Eg. xyz industry employees got transport problem , in this case form transport commitee and find solution by sitting with management rep. and employee rep., like this for every problem u can develop one one welfare activities based on industry.
