in India how many ESI Hospitals & Dispensaries are there & Unorganized sector where Majority of the employees are working in India, whether they have the right to access the services provided by ESI Hospitals & Dispensaries

For list of ESI hospitals and dispensaries please visit the website of ESIC. ESI scheme being implemented on unit basis, the coverage is given to employees of the respective unit/ establishment only. Therefore, those workers who work independently and who do not have any common system whereby contribution can be remitted can not have access to ESI facilities. However, in the new ESI amendment bill passed by the parliament there seems to be a provision to extend the facilities to those who are below poverty line.

As of now ESI is extended only to the organised Sector only.. Recently ESI Corpn., is planning to extend its services to un organised sector. Being an intiative step in to that direction, wherever the hospitals and dispensaries are underutilised, they are planning to extend the medical care to the other public who are under below poverty line by charging certain amount as usage charges......
Still they have not yet come to proper conclusion to extend the benefits to the unorganised sector employees..... It may materialise in the next 1-2 years........

ESI Dispensaries are in a very disgusting situation for the want of efficient administration and clean Bureaucracy.As far as seeking exemption from ESI is concerned, big business houses of the country have so far tried and failed. Actually speaking, it is a penalty to the employees of whole country without their fault. It cannot be guessed what Govt. is doing with enormous ESI contribution amounts it is inflicting on both employers and employees.

So, it is better that we try and get maximum out of what is available to us under ESI Act. It is heard that they now refer the critical illnesses to the profession chains of hospitals under tie-up with them. Ordinary worker can not afford cost of big diseases. There is also a provision of Pension in case of death of employee on working place. These are all kinds of benefits which should be highlighted in a language understood by common man. It would be good if any of ESI expert is reading this post will offer detailed explanation regarding such benefits which truly benefit working world.

Dear friends, some of the benefits provided by ESi to its beneficiaries are as follows:

i) Sickness Benefit...Insured person is entitled for 91 days leave in one year with approximately 60% of his wages, besides the medical/hospital benefit;

ii) Enhanced Sickness Benefit:... Incase of Family planning, i.e. Tubectomy/vasectomy the concerned insured person/women are entitled for cash benefit more than or equal to their wages besides medical/hosptal facility;

iii) Extended Sickness Benefit:.. in case of certain long diseases like TB/Heart diseases...etc... even the medical benefit will be extended to 3 years irrespective of his employment position ...& cash benefit will be extended upto 2 years, in case if he is having 2 years of insurable employement..

iv) Disablement Benefit: If a person met with an injury/accident at work place or on the way to work place or return from workplace to home, he is entitled for Temporary disablement benefit, which nearly 80% of his wages, for which there is no limit, i.e. the leave may be extended beyond 91 days... If it results in loss his earling capacity due to loss of early part of body,ex. a part of finger, or a fracture to leg, etc..... he will be paid life long pension on the basis of the recommendations of the Medical Board, irrespective of the fact that whether he continues that employment or not; In case if dies due to that employment injury the pension will be paid to the dependants...ie. wife till life time or remarriage, children upto 21 years, widowed mother....

v) Maternity Benefit: If an I.W. completed 9 months service under ESI coverage and works for wages for 70 days in the concered contribution period she will be paid 84 days maternity benefit @ rate of more than her wages, besides medical/hospital facility;

Besides all these things Insured Persons/women are entitled for funeral expenses, superspeciality treatment, In cases of loss of job due to retrenchment he will be paid Unemployment allowances with certain terms and conditions...etc., What more........

Since ESI is providing handful of benefits......No company afford these things... Hence getting exemption is said to be highly difficult.......

Sir,
1. As per Annual Report of ESIC for the year 2012-13, there were about 1384 ESI dispensaries throughout country (in implemented centres). I think, there may not be any consolidated list of the said dispensaries because, the same are located in different regions/different state government.
2. You can see a list of dispensaries in a particular region/state from the website of ESIC of a that particular region. You can also obtain the information, if required, through RTI. You can also find some details from the Annual Report of ESIC from their website.
