Dear sudhir,
proposed Factory Act-1948, only it is proposed that means it bill has to pass in the parliment then only this act is officially accepted. Before passing the Central govt seeking proposals from experts and also seeking advice from thoes who are affected by these proposal witin stipulated period, after this process this bills should pass in the parliment then only it is amendment of new Factory act has to come & its acceptable.
Now with proposed bill have no use for industrial reference.

You are right.
I have different views.
The industry who is proactive can adopt the changes for the benefit of humanbeings.
For example
1. Section 2(K) is changed to include processes like Printing. (Offset Printing, Screen Printing, Flexography). I know a case in such companies because of handling of different inks lot of young personnel got impotency.
2. Section 22(2) Earlier women or young person were not allowed to work on or near machinery in motion. The new changes suggest this restricion only for Pregnant women. This could be a beneficial change to the Industry
3. Section 35(A) Earlier measures were only to protect the eyes of the workmen under certain circumstances, which is now extended to other parts of the body. Probably all the industries follow this even now.
4. If you read section 37(1)(a,b,c) the recommendations are for observing strict control on release of gases in storage and handling there by avoiding tragedies like Bhopal.
5. The Factories should have Canteen if no of workers are 200 or more. Earlier this requirement was for 250 workers. If some body is about to start an Industry he can think of provision for canteen. The canteen can be built after the law is passed in the parliment.

This can be achieved through brousing the websites of different bodies.
You can subscribe to Magazines from CII, Bombay Chamber of Commerce etc.
This is a pain area for us too.
Recently we have come accross a very good website Welcome to Webstac Software Pvt. Ltd. (Webstac Software Pvt. Ltd.) who have come up with all the web based statutory compliance for HSE legislations. This also has a facility for Accident reporting, Root cause Analysis, CA etc.
I am taking their membership.
