Hi Smita,
For starting a new department, you can follow the below basic steps:
1)decide on various functions in HR for which you want to hire. Eg: on the basis of the employee strength, you can keep 1 person for recruitment, onboarding and employee relations.
I suggest, for statutory and payroll, you can keep one employee.
2)once you decide on the roles, please define the job description of each position. It is very important to demarcate the work and the roles as it reduces ambiguity.
3)prepare a vision and mission for HR which should be derived from the Organisation mission.
4)broadly, in an employee life cycle, you see the activities- recruit, Induct, Assess, develop, retain, exit.
considering these broad topics, prepare processes for each activity.
Remember, it is always easy to follow documented procedures. This is just a starting process a long way to work.!! Gud luck.
The list can be endless. You are advised to use search tab at top for more suggestions.

Dear Smita
Please tell about your industry and size and age of your company.
Without HR how they managed the Payroll, employee engagement, performance appraisal, leave, etc.
Now you start maintaining the attendance (Muster Roll & OT Register) of the employees. Start preparing the Pay sheet and leave records. Keep the copy of educational and experience certificates of the employees you have and update all the employee records with their application, interview details, pay fixation, offer of employment on probation, confirmation letter, salary revision, bonus payment details etc.
Please check for the Statutory compliance like RC under S&E Act, or any other relevant act. If required obtain licence under various acts. Register for PF & ESI and obtain the Registration code so that the employees PF and ESI can be deducted and deposited with them.
As advised by Supriya you can make the HR Manual with Vision, mission and Objectives, recruitment process, Promotion policy, Performance appraisal policy, separation policy (resignation, retirement, superannuation, death, accident, absconding, termination), training and developmental needs of employees, etc.
In your free time you can do your studies and develop yourself.
Further if you have any doubt ask the question to the point and our members will guide you suitably.
Wish you all the best.
