Dear Shahid,
IT recruitment is very different from non IT recruitment, you don't need to know programming languages yourself, but you need to have very good awareness about different languages/technologies/applications, their availability, demand and supply in the market, salary scales for different technologies, etc.
IT guys are very particular about the technologies that they work and sometimes even assign a status to particular technologies. This makes the recruiters job very difficult especially if the Co. does not work latest versions of a technology.
In IT it's extremely difficult to switch between technologies, so talent pool is gets limited.
The main reason a recruiter should have an IT background is because there are a lot of fake/under experienced candidates who apply for IT jobs and if the recruiter cannot spot such imposters then it's a serious problem for the Co.
If the recruiter has good exposure to various technologies, then he/she can judge the candidate's capability and fitment accurately.
These are only a few points, there are many more aspects to IT recruitment, but I hope this has helped to answer your query.
