If any body wants to contribute PF on more than what is prescribed under PF Act, then he can do that, their is no compulsion.
The main thing is that the mandatory requirement under the specific Act should be met, if you are providing more than the ACT than there is no boundation, but once if you start doing that then you can't reverse back in the future.

The employer's liability is 12% of Basic + DA upto Rs. 6500/- beyond that its upto the employer to decide and it is not mandatory that employee is contributing 12% of 10k so employer too should contribute.

As per my knowledge basic salary should not be less then the minimum wages of that state. jsn
