You a made a mistake what normally any other HR person makes when he or she joins- i had seen many HR managers who join the company and day one he changes the HR formats etc. - which is not good - how small a thing is we have to do every thing in a phase manner - to introduce/make a change u need to understnad the concept - Unfreezing - Moving - freezing.
Before introducing any new thing take your seniors and other department heads - because in todays' world HR is only a facilitatator most of HR is driven by the line managers - so you must get into the groove and foind out the senors views about any thing which u want to introduce - find wahy they are opposing - you need to make them understand wahy it is required - once u r line mangers trust you then u attempt for a change then people will accept.

Hi Rashmi:

First of all, let me congratulate you on your getting a good assignment as

HR Manager. Not many get good designations like what you have got.

As a senior, I would like to give you a suggestion that one should be very

very patient and secondly be good communicators. One will have to interact with different levels of people and when you introduce some new system or procedure or bring about a change, there will be many cruious questions. Please answer them patiently. You need to be good at presenting a new procedure or change from the oher man's point of view. Present nicely the advantags for the Organization or the Management or even the individuals. Understand and address their concerns. Tell that we will collect inputs from many and revise as changes are needed. Appreciate every query and every criciticsm and

tell that things are being studied and will be attended. Put up always a

smiling countenance. Never betray a sign of irritation.

Evaluate honestly the concerns and comments of the affected people.

If justified, revise suitably.

Wish you a glorious career in HR.

BE POLITE AND FIRM. WITH THE PASSAGE OF TIME,YOU WILL ALSO BECOME PART OF THE SYSTEM AND NOT ONLY THE ORGANISATION BUT ALSO THE PEOPLE WILL ADOPT YOU.
