Hello!
Gone through your concerns and few replies. My undarstandings are these-
1. Its a tough time. Do your work. Don't think that things will come to us in a plate.
2. You joined the organisation . make it an opportunity for you to develop your expartise coming to use. don't complain. U can create systems and I hope u r a manager recruited for that only.
3. Understand an organisation has problems, specially the new ones or old one with changing time. Give more to the organisation.
4. Next time u go to an organisation u will be able to say and talk and tell a story about how passionately u worked for ur organisation to build up a HR policies.
5. Try and try to get support of ur management to install a HR system. One day they will agree and undarstand. Thats ur Job.
Warm regards and best wishes.
NB: get a job in hand which is better than this on hand and take or think of taking advise. U will see that u don't need any!! Ha ! ha!

Leaving the job is not the question, there is a lot of work which you can create, with reference to steel industry there exists Contract labour, daily labour, contracting out the works etc,for which you need to familar with contract labour reguations and abolition Act and its implementation, statutory compliances etc,in addition to handle other labour and social security legislations.
You have to create work for your self, your mafoi knowledge helps you cetain extent but with regard to manufacturing a lot to be learned and needs a timely and progressie approach with learning .
Still u hv not dealt with Trade union activities, once it comes to you you will run away with in no time.
I opine you got an good opportunity to learn pl learn and not to run away
Leaving the job is in your hands u can do at any point of time
