Need to know whether you are speaking about factory in Rajasthan or any admn office of company which is normally covered under Shops & Establishment Act.

If a company has factory and office outside the factory premises,and if the employees are liable to transferred to factory and office or vice versa then divice a leave rule common to both at a scale not less favourable than any law.

Yes, EL is mandatory after completion of 240 working days or one year its applicable, it can calculate every 20 work days provide one EL, but CL is not based on organisation policy and SL - companies are not provide the leave wage but you can get compensation from ESI.

Does CL/EL/SL applicable Outsourced Employees working through any Manpower Agency in any Government Organization like Government Hospitals?
If yes, what Act is applicable and which Rule No. and Circular applicable for compliance of the same from Manpower Agency End and Principal Employer end (i.e. Govt. Organization like Govt. Hospital)?

Yes, as per labor laws and shop & establishment factories act, employees should be given CL, EL, SL, PL etc... To know about the eligibility of number of days. Please refre to the concern Act.
