This not necessary to his contribute his salary in pf because his basic salary ceiling in above in pf basic now government increase pf ceiling from 6500/- to 15000/-. His Employer requested to pf department that he contribute his basis salary in written in company letter head, then it possible as VPF treat.

I agree with this reply. This is right answer. PF ceiling is 6500 and above it depends on the employee to contribute or not.

If employee Basic+DA more than 6500/- per month, than its employer wish to whether he deduct the pf or not.
other option is that fill form no 11 for employees those dont want to deduct PF, but all the Previous PF must be withdrawal

Many of the comments here are misleading, so I am forced to repeat what I have said before.
Exemption from PF is only for am employee whose STARTING Salary in the organisation is above ₹6500 and who did not have any existing PF account when he joined the company.
If either of the conditions are not fulfilled, you need to deduct PF as per law,
You do not have an option of deciding whether or not you will withdraw your PF. You are required by law to transfer it to your new company unless the new company is not covered under pf
