I want to ascertain the term "WAGES" for the calculation of subsistence allowance payable to suspended workmen pending inquiry. I want to confirm whether it includes all allowances being paid to the workmen in addition to his basic wages and dearness allowance.

Please review Schedule I regarding Model Standing Orders under the Industrial Employment (Standing Orders) Punjab Rules, 1949. These Model Standing Orders are to be utilized by all industrial establishments covered under the I E (S.O) Act, 1946 and are situated in Punjab and Haryana. Thus, these Rules do not provide specific Model Standing Orders for manufacturing units.

As our friends have already mentioned, the Industrial Employment (Standing Orders) Act contains a specimen model of standing orders in the annexure. It is generally applicable to all industries/establishments that do not have their own standing orders. A copy of the same is attached herewith.
