Divya,

The Code of Conduct constitutes the entire workforce of a company, while HR policies regulate employment within the organization. Job descriptions outline an employee's responsibilities. Therefore, determining how closely an employee adheres to the Code of Conduct, HR policies, and job description would identify the best employee.

I define this based on my recent experience of expanding policies in two IT companies, where I developed these measures to identify the best employees through various research studies.
