First of all, just lodge a complaint at the Police Station. Describe the situation to the Inspector, provide them with the exact details of your bicycle model number (so they can trace it) and wait for a few days. If nothing happens, then check whether the concerned employee is financially weak or not. If you feel that he is struggling financially and cannot afford to purchase another bicycle, ask all the employees to contribute some amount. You can even collect some funds from the management to assist him.

One more query: I want to know about the Women Harassment Act. Is it the same act that came into effect in 2010 (The Prohibition of Sexual Harassment of Women at Workplace Bill, 2010), or do we have any other act for the same?

As far as my knowledge goes, sexual harassment concerns the HR policy of a company where the HR department designs the policy. I believe there is no specific act related to "Women Harassment" in the workplace.
Do you have an HR policy for your company? If not, you can design one by outlining a few essential points such as Leave Management, Time Management, Grooming standards, personal hygiene, Prohibition of Chewing tobacco and smoking cigarettes in the factory premises, Cost-cutting measures (Telephone usage, paper usage, power-saving), and Sexual Harassment policies. Reward policies should also be considered.
