Hello there.
Well.....we cannot say about their legal entites. But there are some people who had to pay registration fees and there is a guy sitting sharing the office with a Man Power (Labour/Maid Supply) agency. This person assures of minimum 2/3 interviews but no gaurantees. Some of them paid and never got any calls as well.
Suggestion is try the reputed agencies. There are several in UAE.

Dear All,
Chargiing for recruitment is definitely illegal. Charging fees for job search assistance, ie, resume writing or interview coaching and/or marketing strategies are a different thing.
If someone asks you to pay a fee for giving to access to employer... run!
Kind regards,
Bruncha

Dear All,
One more bogus recruitment agency is operating from Ajman. They will place their adverts for admin positions in online forums and then call the candidate to their office for form filling and charging AED 100/- as admin charges (AED 50/- refundable) if they do not line up any interviews.
But then after a few days, you get a call for some placement promise for a company, and then you are requested to shell out AED 300/- for visa charges. The job seekers targeted are those on visit visas. They are easy prey because visit visa holders are in desperate need and have time limitations/constraints of their stay in the UAE, hence they fall easily into this trap.
Please be aware of such murky, phony job interview calls.
Things you should first ask for any interview call/Your CV selected call:
1. Name of the person who is on the call.
2. Agency Name, Phone Number, Website address. Source from where they received your CV.
3. Position & Package they are offering you and if it suits you, before you take any efforts to reach the destination.
4. Check the company website. Make sure it is a well-known agency in the UAE.
5. DO NOT PAY A SINGLE FILS upfront. Most agencies charge the companies for placing a potential candidate.
Best of Luck.
