Dear Nirav.
Congratulations for starting something new...
If you are willing to work on grand scale as you mentioned about international tie-ups then according to their standards and if your financial back up supports you you can plan according to given points.
1-Get your consultancy registered under Companies Act and after registration your venture will be appeared as a private ltd co, which itself tells a lot about your strong start and indicates market that you are working as an company.
2-Try to make tie ups for IELT institutes providing IELT support for your candidates whch will help them to board or face interview easily.
3-Make lucrative,informative website,
4- Make good tie ups at national level in different sectors as telecom, banking,FMCG, Real Estate,I.T.Companies,BPO's & KPO's and so on .
.
Above points will make your consultancy profile much better.
Best Wishes...
Regards

Hello Nirav Gandhi,
W.r.t. your query "saying that we need overseas license before tie up with client", pl note that this will be required when you deal with unskilled/semi-skilled persons like labor, cooks, mechanics, etc Pl go thru the Link below for more details:
Recruiting Agents/Agencies(RAs)
If you are dealing in Executive positions, this license won't be needed or rather it's not mandatory.
All the Best.
