I agree with Shweta, Proper communication is the best tool and ensure your communication is going thru a proper channel. In one of the organisation where I was working we had to retrench the workers, that organisation had a voilent IR in the past, but we had communicated to the employees from the stage of filing application. The workers were uneasy, but sure there was no single voilence case in this organisation after filing or after retrenching the workers. Thus I think Communication is an Important tool,

Dear Sir,
I think the incident occurs because of mis-communication or high profile people from union urging workers to do strike, throw stones, etc. for some benefit of the union members. In such an incident, the company image in the market as well as outside is shown bad/wrong. The management must continously communicate with employees to know their problems and sort out so that such incident does not happen.
Frequent communication with employees is the best solution to solve the problems.

Better IR can prevail only with strong unambiguous communication from management ; being transparent will earn initial opposition and would set right expectations rather than false promising and using grape vine communication for business continuity; we HR should not push / ignore any issue how trivial it may be from the eyes of the management since management and employees world are not one and thus they need to communicate and tell that they are listening and if some issues can be addressed at that moment do it right away and do not wait for agreement to exhaust . Thus core point is create transparent communication and set right expectations from the management.
