Usha HR Madam,
Thanks for explaining me the reasons why people do not close their PF accounts or continue the existing accounts
with new employers. I was totally unaware of this difficulty. Now that you have brought it to my notice, I will certainly ponder over it and in due course write to the EPFO to take punitive action on such employers who do not
help thier former employees either to close their PF accounts or transfer them to the new employer. May I request you to please provide me more details of one or two such employers if need be or the EPFO asks for evidence etc. in support of my demand? The non-cooperative attitude of such employers results in piles of inoperative PF accounts with the EPFO and disrupts their smooth functioning.

Dear Usha,

If the previous employer does not sign the papers, I have seen PRO's of the EPFO directly contacting the authorised signatory of the employer who either does not sign or delays the authorisation process to understand why the delay has happened.

But in most cases the employer needs to verify certain documents before signing the Form 19 or Form 10C as the case may be. The employee is required to submit a photocopy of the bank pass book and sometimes the employer observes that the account has been inoperative for over a few years and if the employer blindly signs and forwards the documents to EPFO, crediting of amount could be a problem. In many instances we observe that the employees have no face to see the employer as they would have left their employment without serving the full notice period or just vanished in the thin air without even having the moral ethics to inform their employer about their exit. In such a case employees find it difficult to approach the employer. But what gain or pleasure the employer is going to have by not authorising the documents, absolutely nothing. If the employee picks up the telephone and requests the employer to authorise his documents he will be too glad to help you, but most employees tend to send letters by RPAD and e - mail reminders for follow up.
