Sitting idle shows lack of initiative...that too from a HR Generalist. Even if someone doesnt give HR any work to be done, there is so much work the HR on its part can do without waiting for someone to tell them to do.....have u prepared your company employee database?...make payroll formats...view previous files....take not of company policies by speaking to employees....there is work if one wants to do it else there is none..n if u cant do any then better to play free cell or solitaire and finish the days work!

When you said that you asked your boss several times, but did not get any response, was this "asking" in an email or was it in a face-to-face meeting? If you did not yet meet your boss face-to-face and ask him/her for work, you may want to do that.
Secondly, as per your opening note, it has only been two weeks since you joined. Don't think you have nothing to do. You have plenty to do in your office, if you know where to look. Yes, if you are thinking you have nothing to "contribute", then you may be correct.
Instead of sitting idle and getting frustrated, utilize your free time in learning anything and everything you can about your company's HR policies and practices. Remember, for you to change or propose changes to the company's policies, you must be well-versed in them. You must have a thorough knowledge about the existing practices and also know their positive and negative impacts on the company and its employees. Use your free time to do the ground work by yourself. Learn and think. When you are ready, you can have a very different and meaningful conversation with your boss.

Hey baginesh, you can involve yourself in employee engagement, employee relations (solving problems of people,talking to them),also preparing for training sessions on topics which co. or employee needs. Keep Updating urself with recent trends going in HR.Learn about diff depts. in your org,their process .Also answering questions on citehr,going through various articles etc. So i hope u will be engaged for the day if u try all this.

If you are not allowed to do anything as of now. Keep documenting your plans and creativity along with a feasible implementation chart. Keep documenting and find out the challenges that you might face during implementation. so that you are ready whenever the channel opens. Also, in the meanwhile maintain a healthy comunication channel to know what is stopping your boss to implement your ideas. Ask for open feedback rather than close end answers.
And above all no one would like to have a great plan from a newly recruited employee when you have seniors in the system. I guess your first aim should be to gain acceptability if you have a long term plan with the organization. and probably they are not prepared for change. Look around talk, read people before you actually look forward to bring changes, i am sure it would help. This can also help in modifying your plans and ur approach to bring change.
But keep urself engaged in brainstorming as you need to keep your options open.

Start to prepare an employee handbook first.. Again if you have any changes you shall change them accordingly...
Basically start with HR Handbook.. This would help you to get up with your or your department's line/plan of action...

As far as I can understand from your query, your company is new to the term of HR Dept., your organization may be in the stage of growing and they must have hired you to streamline the Human Resource and organization structure.
But your boss must be confused how to delegate you work without losing his control on all decision making.
Instead of asking him to give you some work you better take some initiative and focus on developing small key areas where in you contribute like in Record Updating, Time Management, New Policies, Discipline among employees, Employee Engagement programs etc. whichever way you can contribute however small it may be.
Once your boss gets confidence in you then you can excel.

I understand your concerns being young and energetic you are bursting with enthusiasm but at the same time you must realize that we are more morally responsible to the company than any other employee, since it has been 2 weeks and you have not done any quality work, the best thing for you would be to wait for the right time of the day maybe during lunch hour or at the end of the office hour, you could casually catchup with your boss and share some of your observations about the workplace and how some subtle and small changes can have a major impact on the company and also tell him that you have been observing all the while how things work around in the office and then pitch him for an HR roadmap presentation which would be all the changes that you propose, try and fix the presentation on one of the weekend as weekends are less hectic and make the best of the time and your presentation skills and the most important thing is to visualise and project how the proposed changes will positively impact the organization. This should be your POA for this week.
