Dont be afraid of the situation.
Send regd letters to the top officials and continue it for every ten days, till you are called for meeting/conciliation.
After three such posts,you can call by a reminder to the concerned officials,later think and contact the district press club, narrate the situation with records to the press people.
this will benefit you surely.
if you approach the legal court way, It will take a snail pace and the end result will be unable to compensate your lost years of hard struggle.
