There are certain skills need to be mastered by WHITE COLLAR PROFESSIONALS and MANAGERS @ DIFFERENT HIERARCHY LEVELS as well, hence they are also trained.
OVER ALL DEVELOPMENT is meant for every employee of an organisation, irrespective of his position in the hierarchy. No organisation can succeed in get things done from their employees, just by training them for bridging the gap or to make them competent.

If we understood correctly,
1. Training:
The process of training people for profession/art/assignment etc. There are various processes of training people or of being trained for a profession or activity. A person new to a job/assignment/art/know how requires training before he is placed thereon/assigned thereto. It could have been thro' education, or thro' a guide, seniors, supervisors, team leaders etc.
The trained person acquires necessary skills, knowledge, ways & means to do certain given/taken job. And then he/she develops.
2. Development. The training thus acquired leads to > change, growth, or improvement over a time or then & there.
3. We encourage our colleagues/staff in their development of new skills.
4. The gradual development of his/her ideas into an advanced theory/practice, pracise & execution.
Thus all blend into one and how the development takes place.
It is hardly one develops into other one without training (training include previously acquired basic knowledge as well). So sequence is like that. Mere training only does't necessarily guarantee the product/execution.
Am I correct ?
