Service of notice for resigning a job is an internal matter and not related to PF. If the employer doesnot sign the withdrawal form there are two alternatives. If you have joined anotehr establishment where PF is applicable, you can transfer your PF for which previous employer's signature is not required. Alternatively, withdrawal form can be signed by a Trustee member, MP or others named in it. Go ahead with it.

As you said PF can be withdwan or can be transferred to the present employee. For trasfer previous employer attestation is not required I agree but the PF authorities returning to the previous employer for want of Form-5, Form-10 and Form-3A. While signing the withdrawl form by Trustee Member, MP or Bank Manger they don't have the details about Form-5,10 & 3A and they simply attest the signature of the Member. However, after submitting the Form10C and Form 19 simply PF Aauthorites returning the same for want of Form5,10 & 3A. It is my personal experience while processing the Withdrawl and Form-13(Revised).

Form 10 is sent to EPFO along with other monthly statements. Therefore, it should have been sent in the return month of one's resignation itself. Similarly, form 5 pertains to details of persons joining the EPF scheme in the wage month, which should also have been sent in the return month of his joining. Only thing is that details of contributions remitted in respect of the employee for the current year(if the resignation takes place in between) may not be available. It is the problem of EPFO to find out the same from the monthly returns (Form 3A). In effect, the EPFO is not supposed to sent it back to employer for his signature. An employee is withdrawing his eligible amount and the amount is computed as per record of the EPFO and if at all the employee was removed from service for severe misconduct, the same could have been mentioned by the employer in form 10 itself. Therefore, I donot think that signature by the employer should be insisted upon for withdrawal.

Stictly speaking --NO--, but no body can stop in withdrawing your PF.
You can withdraw your PF by filling form 10c and 19 and get it attested by either a bank mamager, or a gazetted officer, or a magistrate and file with the RPFC with your covering letter.

I even cannot go to bangalore again and after two years i contact to my employer about epf account number that i want to fill the form from my nearest epf office, but i cannot contact him. So, what can i do inorder to get my epf account no.

I was working in a India based MNC, Gurgaon. and I was posted at their project site in Orissa. Last 03.11.2013 i have resigned and left the site. But the said company neither giving me clearance (NOC) nor giving me relieving letter. Full and Final settlement of my Account is also pending.
Now, when i trying to withdraw my PF and made contact with Company's PF Cell in Vikhroli, Mumbai. They are asking Relieving Letter & a copy of PAN.
The said PF cell also has send me two pdf. form, one is an Application addressed to " To The Secretary, ABC Company Ltd. (Name Changed), Provident Fund, Vikhroli, Mumbai" for settlement of PF Dues. The second one is " Advance Stamped Receipt" , where Bank Name also mentioned. More over there is space for cheque no. & date . The Advance Stamped Receipt need to be attested by Gazetted Officer or Notary Public etc. etc.
Further i made contact over phone and asked clarification for the same. They said, PF has deposited in Company's separate PF trust. That is why no Form 19 & 10C are required for withdrawal.Only Application to The Secretary is to be send along with Advance Stamped Receipt, Relieving Letter & Copy of PAN Card.
I am really confused, why that people telling such PF trust story. Kindly help me accordingly.

One of our employees left our organization. Later on, he applied for PF accumulation by getting attested from Bank Manager. But, the PF authorities returned to us and we(employer) attested and the concerned person got the PF accumulation.
In case the organization is closed for any reason, or lock out, strike, that time, PF accumulation can be withdrawn from outsiders attestation.
