What is the notice period as per your terms of employment? They can not retain you after expiry of the notice period if they do not reject your resignation within that time. The resignation will be deemed to be have been accepted after expiry of the notice period.
I think there is an Order from Honourable Supreme Court that an unwilling employee can not be retained but you may have to wait till expiry of the notice period given in the employment contract.

Suggestion by Anonymous seems to be best and valid. I suggest, if possible, Sudvij can directly deposit three months pay in Company's a/c, and send deposit receipt with suitable letter, by regd post, to present employer.

And as far as Govt bodies consent, they do no do like this with an Employee. In fact they can not do like this with out any reason....
