Yes Sir, He was Degraded due to Punishment. his basic was reduced form 20500 to 18500 to downgrade , and protection pay of 2000 was given.

In case of punishment involving degradation of wages, once the salary has been reduced and fixed at a new scale or basic level, the rules regarding increments, etc., are applied as they were before the punishment. The basic salary of the disciplined employee can increase due to increments, and there should not be any upper limit.
