i understand your problem in building clients . i think the best solution would be to approach known people/associations whom u have good rapport with . Ask them to suggest , refer any good persons to help u . From there you can make a good start .

You can also contact your friend who might be working as recruiters and they can login into the portals in their company.Ask them to down load the resumes of the candidates skills wise from one year and make a database out of it.

Few things you have to do is:
1. Take a Job Portal for a month or for 3 months basis in order to build your database. Best is Naukri and Monster sites. Also look for other sites which provides you with more IT employee profiles.
2. For building up new clients, you prepare a good brouchure for your company and ask for a presentation about your company services. Also do ask them to provide a sample requirements to work, if you prove in the sample requirements then Client will start continue with the recruitments flow with you. That confidence level you people need to build strongly.
3. While recruiting recruiters, make sure they are well exposed to recruitment concepts and their process, technologies wise, etc. That makes your internal recruiters gives your Company more value and confidence in terms of getting more success on the requirements which clients provides.
